Jalin T. Sead


Jalin T. Sead was appointed as a Commissioner of the First Taxing District in January 2020 to fill a vacancy on the Board. He previously served as Treasurer of the First Taxing District from August 2018 to January 2020. Mr. Sead was recently sworn in to his second full term as Commissioner, where he also serves as Chairman of the Board. His current term expires in November 2031.


In addition to his work with the First Taxing District, Mr. Sead serves on the Norwalk Common Council, proudly representing District A. In this role, he works closely with residents, community partners, and city leadership to address neighborhood needs, support thoughtful development, and strengthen quality of life across Norwalk.


Mr. Sead was born and raised in Norwalk and is passionate about serving the community. He founded JCA Outreach to advocate for and mentor youth, earning him the Young Entrepreneur of the Year Award at NFTE’s (Network for Teaching Entrepreneurship) annual Dare to Dream Gala in April 2011. He graduated from Brien McMahon High School and earned his associate’s degree in criminal justice from Norwalk Community College.


Mr. Sead is active in Norwalk organizations and local politics. He has served as Deputy Treasurer to the Norwalk Democratic Town Committee since March 2016 and was appointed to the City of Norwalk’s Fair Housing Advisory Commission. In November 2017, he was elected Constable of the City of Norwalk and as a Justice of the Peace.


He is the proud father of two sons, Jalin Jr. and Adrian, a responsibility that deepens his commitment to his hometown of Norwalk and the future of its families.
