A Commissioner since 2016, Tom Cullen, has been a Norwalk resident for over 35 years. Originally from Riverside, NY, Mr. Cullen attended St. Gabriel's and Manhattan College Prep. A 1967 graduate of the US Military Academy at West Point, Mr. Cullen was an Army helicopter pilot in Vietnam. Following his military career, Mr. Cullen attended Fordham University, where he earned his law degree in 1975, and Tuck School of Business at Dartmouth, where he earned his MBA in 1977.


He joined the ranks of Wall Street professionals from 1977 through 1982, when he left to form a law partnership, Cullen and Jacobson, in Norwalk with his wife Jill Jacobson. At this time, Mr. Cullen began to become involved with local politics, first through asking "what can I do to help" through the local and probate courts and then more formally through a stint on the Norwalk Conservation Commission from 1984 through 1986, followed by a appointment in 1986 to the Norwalk school board to fill a seat left vacant mid-term by the death of a Republican official.


He and his wife have two children, Emily and Caitlin who were born in the 1980's. Nurturing a lifelong passion for education, his children ignited an even stronger commitment at that time. He went on to win election four times to the four term School Board seat, solidifying his pledge to education. Mr. Cullen is also a long time member of the Norwalk Library Board.


He and his wife have five grandchildren; his dedication to public service now runs deeper than ever.
