Board of Commissioners
The First Taxing District Commissioners form an elected Board of Officers which oversee all functions of the First District Water Department (FDWD) and well as the public lands owned by the First Taxing District, including the Norwalk Green and other parks. The Commissioners meet monthly to set policy, establish and approve budgets and, through the General Manager, direct all of the employees of the FDWD. The Commissioners function in part time positions.

Commissioner Elsa Peterson Obuchowski has lived in the First Taxing District since 1994. An editor specializing in college textbooks, she is also the author of Copyright and Permissions: What Every Writer and Editor Should Know. She is active in the League of Women Voters of Norwalk and serves on Oak Hills Park Authority.

Commissioner Thomas Cullen has been a Norwalk resident for over 35 years. A 1967 graduate of the US Military Academy at West Point, Mr. Cullen was an Army helicopter pilot in Vietnam. With both a degree in law and an MBA, Mr. Cullen founded the Norwalk-based firm Cullen and Jacobson with his wife Jill in 1983. He's been highly involved in public service here for more than 25 years.
Jalin T. Sead

Jalin T. Sead was appointed to Commissioner of the First Taxing District in January of 2020. Mr. Sead was born and raised in Norwalk and is passionate about serving the community. He founded JCA Outreach to advocate and provide mentoring for the youth, earning him the Young Entrepreneur of the Year Award at NFTE's (Network for Teaching Entrepreneurship) annual Dare to Dream gala in April, 2011. He graduated from Brien McMahon High School and earned his associates degree in criminal justice from Norwalk Community College.

Rosa M. Murray was appointed as the Treasurer of the First Taxing District by the Board of Commissioners in January of 2020 to fill a vacancy which became available when Jalin T. Sead became a District Commissioner.
