West Rocks Reliability Project


Construction is scheduled to commence on or around Oct 18, 2021, Monday - Friday, from 7am to 4pm, weather permitting.


Throughout the construction process, the contractor will provide access to your home during the water main installation and will provide you with a 48-hour notice prior to any water main shut downs that will affect your water service.

Letter to Our Customers

The State of Connecticut, Department of Public Health (DPH) and the First Taxing District Water Department will be collaborating in the projects listed below. The State of Connecticut, DPH shall participate financially in these projects, therefore, designating them as Drinking Water State Revolving Fund Projects.

 

  • West Rocks High Service Area System Reliability Improvements, DWSRF STO 2018-01, Proposed New 500,000 Gallon Elevated Storage Tank Located at 173 ½ West Rocks Rd Norwalk, CT
  • DWSRF WM 2018-02, Proposed New Water Main at Various Locations, Norwalk, CT 
  • DWSRF STO 2018-03, Proposed Demolition and Site Remediation of the Existing 100,000 Gallon Elevated Storage Tank Located at 173 ½ West Rocks Rd, Norwalk,CT
  • DWSRF STO 2018-04 Proposed Cellular Monopole


The Contractor will work Monday through Friday, from 7:00AM to 4:00PM, weather permitting. The Contractor is required to maintain the traffic flow and will be providing either Norwalk Police Officers or traffic control personnel to assist vehicular and pedestrian traffic through the worksite.

DWSRF WM 2018-02, Proposed New Water Main at Various Locations, Norwalk, CT

The Contractor, Burns Construction Company, will be doing the following:


  1. Install a new water main on West Rocks Road, from Driftwood Lane to St. Marys’ Lane, the Contractor shall furnish and install 12” diameter DIP water main with associated fittings, hydrants and gate valves. The Contractor shall connect the new 12” DIP water main to the 12” HDPE water main that was installed as part of the Connecticut Department of Transportation Rehabilitation of the West Rocks Road Bridge over Route 15 (Merritt Parkway). Once all work is complete and the new water mains are in service, the existing water mains on these streets shall be abandoned.
  2. On Toilsome Avenue, from Sherman Avenue to Anderson Road, the Contractor shall furnish and install 8” diameter DIP water main with associated fittings and gate valves.
  3. The Contractor shall install 15” diameter PVC SDR 35 Solid Wall Gravity Pipe from the storage tank overflow drain line through the District property, along West Rocks Road and Caddy Road
  4. At 173 ½ West Rocks Road, the contractor shall furnish and install: (a) perimeter chain link fencing and gates; (b) topsoil, fertilize, seed, mulch, and plantings; (c) stone driveway to new storage tank; and (d) concrete sidewalk, curb and driveway along the frontage of the 173 ½ West Rocks Road property.
  5. A field office will be placed at the 173 ½ West Rocks property and will only remain for the duration of the projects.


DWSRF STO 2018-01, Proposed New 500,000 Gallon Elevated Storage Tank Located at 173 ½ West Rocks Rd Norwalk, CT

The Contractor, CB&I Storage Tank Solutions, will furnish and erect a 500,000 Gallon Fluted Column Elevated Water Storage Tank, new 16” transmission main, tank inlet and outlet piping, tank overflow drain piping and discharge, valves, pressure transducers and appurtenances.


DWSRF STO 2018-04 Proposed Cellular Monopole

The Cellular Monopole Contractor shall furnish and install new cell service infrastructure in the compound. Upon completion of construction, the cellular carriers shall install the necessary communication equipment to activate the site. Once activated, the existing communication equipment located on the 100,000-gallon elevated storage tank will be deactivated.

 

DWSRF WM 2018-03, Proposed Demolition and Site Remediation of the Existing 100,000 Gallon Elevated Storage Tank Located at 173 ½ West Rocks Rd, Norwalk, CT.


The Contractor, Stamford Wrecking Company, shall demolish the existing elevated storage tank and remediate the site.
