Cross-Connection Control Program Regulation

Cross Connections, Backflow Prevention & Safe Drinking Water

Plumbing which connects a potable water supply with a non-potable supply, called a cross connection, is a major concern to water supply and health officials in protecting the safety of the drinking water. Cross-connection control and back-flow prevention is necessary to ensure that no contaminants enter the District’s water system from a customer’s system.

In order to continue to maintain the quality of the First Taxing District’s water supply at the highest level possible, backflow prevention assemblies are required on all services where there is an actual or potential hazard to the District water system. Annual testing of backflow prevention devices by a certified tester is required by both the Connecticut State Health Code #19-13-B37 and the Rules and Regulations of the First Taxing District. 

Effective April, 2019, the District established a Cross Connection program which shifted the burden of testing/inspecting these devices from the customer to the District. This will ensure that the First District is in full compliance with this important State Health Ordinance. During these inspections, trained and certified First District personnel test and inspect equipment in order to detect potential risks to our water quality caused by back-flow or cross-connection hazards. Because plumbing systems are continually being installed, altered, or extended, continuous inspections and re-inspections are required to insure against the danger of cross connection.
