Your Rights & Responsibilities

In general, the home or building owner is responsible for the water lines from the curb to the home and inside the home and the District is responsible for the water supply and infrastructure from the water source through the water mains to the curb.

It is the owner's responsibility to extend and maintain the water service line from the curb to the inside of the home or building — this is typically accomplished by hiring an outside contractor. The District is responsible for maintaining all water lines to the curb and the owner is responsible for maintaining water lines from the curb to the home or building.
If the owner suspects there is a a leak, either because of obvious running water or because of inordinately high bills or meter readings, the owner should alert the District to the issue.

While it is the owner’s responsibility to care for any damage or breaks between the curb and in the home or building, The District has a responsibility to provide consistent service and clean water to all who are connected. Because of this, we are vested in helping you determine the cause of a serious problem if you are unable to do so on your own. If you think there is a break, either on your property or on public property, please do not hesitate to call us at 203-847-7387. There is a 24/7 service to insure your needs are addressed outside of regular business hours.

If you are connecting to the public water supply and have an existing well and/or septic system, there are additional requirements you are responsible for. You can find out more information at the Connecticut Department of Health website.
